A graduate of the Faculty of Law and Administration at the University of Łódź, he also completed postgraduate studies in Economics at the Romuald Kudliński OLYMPUS Higher School in Warsaw. 

He continuously broadened his expertise by attending specialized training sessions at the Polish Economic Society, the Association of Accountants in Poland, the Public Administration Training Center, among others.

For more than 20 years of service, he held managerial positions in the financial departments of Municipal, Provincial, and Central Police Headquarters in Łódź and Warsaw.

He served as the Head of Finance at the Provincial Police Headquarters in Łódź, acting as Chief Accountant, managing a team of over 70 employees.

During his long service in the Inspection Division of the Finance Bureau at the National Police Headquarters in Warsaw, he led inspection teams overseeing financial and economic audits in subordinate Provincial Police units.
